Medium Voltage unit substation secondary tap rule

I have a unit substation that is 13.2kV 1000kVA to 480Y277V. This is an existing installation with a fused disconnect on the primary side and no disconnect on the secondary side of the xfmr. With that said the secondary of the xfmr hits a bus and that has 9 circuit breakers that feed typical loads.
The primary is controlled by a fused disconnect switch. Would the tap rule come into to play and limit me to only 6? Would the MV cable be considered my service entrance feeder and my fused disconnect switch be the building disconnecting means? The substation is owned by the owner. This is in a supervised location.
