megger on medium voltage lines

I have an upcoming job where the customer is having us remove a 15kv line from there loop and put on dead brakes so they can demolish the building. They may or may not reuse these to connect to a future building. I believe that we should test the terminations with a megger, however the senior electrician believes it to be unnecessary. These lines will be re-energized once break is put in place and that is why i believe some verification should be done.

Is there any other way to verify no-leakage ?
Maybe i'm just being a worry wart, my knowledge of medium voltage is minimal.
 
We have been involved in similar jobs in the past. What we advise the customer is that we be allowed to test the feeders and record the test values. Then we secure the feeders properly to prevent contamination. We advise the customer that when they want to energize the feeders again in the future, that they be tested again. The test values are then compared, to verify that no cable degredation has occured.

We feel that this is the correct procedure to follow. It also usually assures us a future call back and more work. :D
 
Although not necessary, it might not behoove you to go ahead and take an infrared image or two of the lines, splices, connections and fusing before and after the re-connections. It will provide good evidence to cover your tracks.
 
CYA is both ridiculed and respected depending on where you stand.
Covering Your Tracks, on the other hand, usually implies that you have something to hide, and is rarely favorable.
CY Back is another generally positive term.
