Can megging rodent damaged wires that are concealed within walls of a dwelling cause a fire as a result of arcing in the concealed area?

No. There's not enough current to start a fire. Megger may not tell you if the wire has been chewed on though if there is only one wire chewed on or the spacing between conductors is maintained.
