Merging 2-stores into one service

We have a situation where there are two new commercial stores #1 & #2, in one address. store #1 has an existing electric service already and #2 doesn't have it yet. The utility company won't allow the building owner to have two meters 'cuz the two stores are in one address. Therefore, we would like to merge stores #1 & #2 in one utility service. The two stores have their own panel and separate feeder run going to the main switchboard.
We want to install a separate private meter for store #2 and hook up store #2 feeder to store #1.
How can we do this? Is there a safe option to consider? Please advise. Thanks.:-?

they make in house meters for such an application, you just put doughnuts around your conductors feeding #2s panel and install the meter someplace where both parties can have access to it.

Can you create a second address for the second store?

First store is 1234 Main St., second store would be 1234? Main St.
