It is designed for Siemens and fits nicely on Eaton BR breakers as well.Looking at it, it seems that locking device not designed to go with the breaker installed. The double pole handle tie looks like it would prevent actuation of the lock mechanism in either position. That looks like it might be designed for a different panel.
