Can you have on IMC or RMC a locknut on the outside of the enclosure and a metal bushing on the inside of the enclosure to secure a ground path? If so chapter, verse.... I can't seem to find it.

Check 250.120(A) - a bushing would need to be approved for use as part of the gnd path if used in such a manner.

You don't need two locknuts to ensure a ground if the outside one is tightened against the enclosure and against the bushing on the inside. I don't think 250.120(A) applies that way.

I don't think a bushing is listed as a means of fastening or securing the conduit, only for preventing the insulation from being damaged. So in that respect 250.120(A) would apply.

There are metal bushings that have teeth like locknuts. If metal bushings are not permitted to be used to secure conduit, then why does the following wording appear in 300.4(F)?
Conduit bushings constructed wholly of insulating material shall not be used to secure a fitting or raceway.
