Good Morning Guys I'm currently working on a project where I'm running a 100amp branch cct from a 200 amp main panel inside the house to a panel located in the garage the frame is steel and is bolted to the concrete floor which was poured before I got the project. With that said Do I need to provide a ground rod to the structure with a loop? would I be ok with a ground rod and one point of connection or can I run a bond from the new 100 amp panel to the frame? Thanks for your time and help.

No you are not allowed to install another ground rod at the garage in Canada. You must run a bond from the main panel out to the new panel. You will also have to bond the steel to the new panel
