Metal halide ballast

What would be the result of connecting a 208V metal halide ballast to 240V OR 240V to 208V. I know it would work (for a while) but would like to know the specifics/characteristics/theory of what is going on.

i think it will work without problems. i have a warehouse that has a delta three phase service. i needed to light the place when i moved in - somebody gave me some high bay fixtures and they were 277 volt -- i hooked them to the high leg and they have been working for eight years....
