Metal Halide low bay lights

Hello-
I just got my rental building back which I have not been in for 10 years I have 400w MH par38 low bay lights. The renters did not replace bulbs or maintain them. Some of them seem to work some do not. Most they put 250 watt bulbs in. The actual lights are 18 years old. I am tring to figure out if the actual lights are good. Do the ballast wear down? Do they just need bulbs? If a new bulb lights up if it working correctly? Any help would be great thanks Guys!
