Metal Street Light Pole raceway

What part of the NEC would require a separate raceway for different owners electrical wiring. We are placing a new circuit into the raceway not owned or controlled by the city owning the streetlight circuit already in place. No separate raceways now.
 
230.9 but it don't apply to street lights?

Why not just say the city's circuit ends at the bottom of the pole, and the owner of the poles conductors start at the bottom of the pole?

I concider the whole pole as a fixture, that way wiring in the pole is part of the fixture.

I believe NEC 300.3(C) should work for different systems in the Metal Pole Raceway since my circuits are less than 600 volts AC. Any comments or suggustions?
