Metal tape splice. < pic

Opened a panel to add a circuit and found this.

In the lower left, you can see there is a piece of aluminum tape around that #12. It was covering a tear in the insulation. I read 4v off that tape. It was jammed against the side of the cabinet but I felt no tingle when opening it, due to the paint coating I'm sure.

Before turning it off to correct, I went to check the circuit directory to find where it went.

I guess its not important to know which CB goes where.
 
I would like to talk to the genius who did that work. I guarantee he would not like me but he would never forget me. I seem to have a psych support group for apprentices who have been chastized by me and 20 yrs later they are still not over it. Some of them are waiting for thier vengance to this day. Tough love is tough.
 
the house was less than 5 yrs old; I'm just amazed that it passed the final inspection. the guy that was the electrical inspector there at that time was known for being tough. He must've checked this one on a friday.

I would drop a dime on this idiot for others safety and no other reason. He didnt kill anyone yet but the year is not over.
