on a multi tennant building with more than six mains, a main ahead is required. when a main is ahead of the tennant meters , and the grounding conductor with the feeder is pulled through the meter enclosures, (unbroken) to the tennant disconnect. is the meter enclosure required by the code to be isolated by PVC, as the neutral conductor is again bonded to the enclosure.?.we are having quite a discussion about this topic.
 
No. There is no violation with using all metal wiring methods and equipment on both sides (Line and Load) of the service disconnecting means. While what you describe would intuitively and on paper appear to create a violation it in fact does not. (Somehow, the electrons know what direction to flow)

Section 250.6 may possibly be a consideration, but that would even be a stetch....

I don't know about the PVC but as far as bonding the grounded conductor goes it's only supposed to happen in one place, 250.24(A)(5) & 250.142(B) unless it meets exceptions, this to eliminate unbalanced load where it does not belong (objectionable current). Does your installation meet some exception?
