Metallic water pipe GEC for 3 panels in house?

I have installed 3 panels for a multi-unit/3 meterbox remodel house (public panel, 1st floor, 2nd floor) in Chicago. I am having trouble finding how I am supposed to provide a GEC to the waterpipe for each panel. I was told I cannot interconnect the panels and jumper a cable between them (I knew it was wrong but I took a shot). I am looking through the 2011 NEC and cannot figure out the wording for the situation I have encountered. Does anyone have a clear answer and/or point me to the proper code to look at?

Am I assuming correctly that we have a service point with 3 individual meter bases and 3 service disconnects ?
If so you have a few options spelled out in 250.64(D) including connections at a central point ahead of the service disconnects, GECs from each disconnect to the electrodes or taps from each disconnect to a common GEC.
Of course, your POCO may have some requirements also.

If you are actually in Chicago, then you need to look to the Chicago electrical code. They use their own version of the NEC and there are many differences.
