I don't know what the +/- 1.2% is. Suppose it is of reading, otherwise I don't think the 5 digits would be needed. Next suppose the full scale is 100 V, and resolution is 0.1 V, unlikely but useful for this discussion.

Apply 101.2 V to the meter, and the meter reads 100 V. That is within spec based on 1.2% accuracy. Actually can be even further off because of the 5 digit error (0.5 V).

Next apply something near 10 V while still on the 100 V range. Now based on the 1.2% rating of reading the error under this criteria alone is +/- 0.12 V, but add the 5 dgfit criteria and we get +/- 0.62 V as the possible error.
