Meter and wood deck?

I think this might have been answered on a older thread but here goes again. Can a meter be surrounded by a wood deck?
It is technically accessible. I have to assume that the power company has approved this since it has been this way for some years and they have not asked the deck to be removed.

Trying to picture this. Is the meter below the deck, or rim board notched out for the meter, or in the middle of the railing?
