I have a disconnect on the line side of a group of meters and remote panels with main breakers tapped from the meters IMG_3390.jpgIMG_3397.jpgIMG_3392.jpg,

is there any new rule [aside from local ordinance]
exposed flex etc that would not let this be? thanks

The conductors from main disconnect with OCPD to the panel mains are tap conductors and need to meet one of the alternative tap rule sets. That affects the size of the conductors but not the wiring methods or raceway types.

Assuming the meter packs are rated at or above the rating of the OCPD, wouldn't the tap conductors start at the meter load lugs? Having a meter buss rating lower than the OCPD ahead of it would be odd, but I don't know of any specific violation. In that case, I am skeptical that one would apply feeder tap rules to the meter pack assembly....

The OP's pictures show a group of meters with no clear indication that it is "meter pack" with internal busing. Maybe he can tell us for sure?
But yes, if the busing is rated to the full current of the service disconnect OCPD it would not be part of the taps. But the conductors from the meters to the individual load panels certainly would be.
