Meter base bonded to service panel

A job recentlly got a red tag because the meter base was not bonded to the service panel. What purpose does this bond serve? If the service wire in the meter base did come into contact with the meter base enclosure then this bond wire would carry the fault current to the service panel. From there it would travel back to the transformer on the neutral wire and do what? There isnt overcurrent protection on the secondary of the sevice conductors so whats the point of bonding the meter enclosure? Thanks.

It reduces the potential for shock to persons at the service location. If everything is at the same potential because everything is bonded together, then how can touching the enclosure shock a person?
