Meter Base Clearance

Do meters fall under the same clearance requirements as load side equipment. I have seen several installs over the years that have surprised me over the lack of clearance, but I ask this time because we have been asked to change an existing meter base that I am already consulting AHJ because I do not want to make the call on this one. Retro jobs are usually allowed to stay as is depending on the amount of change involved. I am probably going to price changing the overhead LB because I noticed some fittings issues, but outside of that it will be meter and feeder LB only.

From picture it is easy to see this box in front of it is new. Looks like stairs to left. Yes have inspector look at it. I think he will say remove that box. It is equipment in my eyes and 110.26 is violated
 
Would you consider 240.24 (F) to be an issue, or no because there is no OCP. The catch to that is, at what point after it is moved, does a disconnecting means become required. Conductors have not entered the building until it gets to house panel, but that can be an AHJ call also.
