No, but you will find that a lot of electric utilities have rules about the distance permitted. We, IPL, require a minimum of two feet. :)

A utility meter is not required by the NEC. Contact your local utility for a customer service handbook, they may even have it available for download.

Over time I have seen where some have mixed the requirments for open conductors (230.9) for where a service can be located. And I think some utilitys have even carried this on. But as far as the NEC goes there is no requirment except for open conductors. Utilitys do have some requirment's on how close the service can be to the gas meter too.

You are correct, we do as well. NFPA 54 requires 3 feet but that is only for indoors where gas can accumulate and then where a spark producing device is located. An electric meter is not a spark producing device unless someone is working on the meter (I assume they would not if they smelled gas). The reason for our rule is to keep the area clear so we can get to the meter for testing, replacement, etc.
