a contractor wants to install a new 4 gang meter base for his apts. he is putting 2main disconnects in the basement and run sers feeder cable to apts on the 3rd and 4th fl on the north side for apts on the1st and 2nd fl south side he wants to run service cable up the side of the bldg. directly into the service panels wont look good but does it comply to nec 2008 code site any articles does this have anything to do with grouping of services

All the disconnects have to be in one location (grouped), so the proposed installation is not acceptable.

Actually I potentially don't agree. There is 230.40 exception #1. It comes down to the meaning and interpretation of the word "occupancy". I could do what the op proposes here.
