Just wanted to know if there is a minimum distance from a residential meter base mounted on a wall and any type of transfer switch. Like if i had a small wall and wanted to mount my ATS near my meter is there any minimum distance requirement between the meter and my switch?

As long as you have working clearance infront of them you should be able to put them as close together side by side as you would like.

Good question. The 30” horizontal lateral clearance or measurement of equipment being larger for working space requirements on equipment was confusing to me as it is written in NEC because It seemed that there needed to be 30 inches to the left and right of a piece of equipment but I believe it’s just total measurement
 
As far as spacing between meter and disconnect I believe spacing requirements can overlap?
 
My PoCo requires a min. of 4" laterally from the side of the meter can to the side of another enclosure/device. That means I have to use a 5" rigid nipple (4" effective length with locknuts) between the meter can and an outdoor disconnect, for instance.

Check with your PoCo. They all have different rules, and most aren't known for flexibility or the ability to think laterally. It can be very expensive to alter after the fact, and they won't care - if you don't comply, no power for you.
