We can't have fused and unfused in a meter base.why not
You cannot use the meter base as a pass through for fused (post service disconnect) wires because:
1. The utility generally will not allow it, and
2. A fault from the service conductors to the feeder or branch conductors would put unlimited (no explicit overcurrent protection) current supply on the fused (protected) conductors downstream of the protection. Just as bad as running service conductors unprotected for any distance within the building.
If a fault occurs on a service conductor, you hope that it will melt through in a safe location instead of inside the building to start a fire. Since POCO generally uses smaller wire than the NEC requires for a given current, this is usually a good bet.
