Meter before main swbd

Have 11 incoming sets from utility feeding main switchboard. They show a meter as you see which makes sense.
Obviously 11 sets aren't terminating at the meter but those conductors must pas though the meter I believe which seems not practical,
How would this install work? The meter and metered conductors that is. Thanks

For a 4000 amp switchboard you would use a 10 point meter pan and 4000:5 amp CT's.

These are CT's that go in the cabinet with service wires run thru them. The terminals on top get connected to the meter. The meter carries very little load

It's a conversation you need to have with the utility. They all have specific requirements for CT metering.
In some cases here the metering would be handled by POCO in the transformer and in some cases a CT cabinet meeting their requirements needs to be installed.

As you can see from the pictures, the CTs are like big donuts so the conductors may not "land" (as in terminate) in the CT cabinet but are simply routed through the CTs

Yes.... they can loop thru the ct or be connected to a bar depending on what is in the cabinet. In with the service and out to the panel. Small conductor from CT to the meter- we always used a 100 amp meter base but I think you need to check with the power company .
 
here's a different pic of what I first posted. So separate CT cabinet that's part of the switchboard.
