Is there anything in the code that specifies where the housing for the electric meter has to be installed in a residential application. Can it be installed on a ground mounted post in the back yard of the property it serves or does it have to be installed to the house(garage) it serves?

NEC does not care about where meter is located, or if there even is a meter. It does have general rules for meter sockets, but location on premises is not one of those rules. POCO usually has their own rules and will vary from one POCO to another. There may not be any code behind those rules but they have the right to refuse service if you don't do things the way they want it done. The meter socket may not be theirs in many cases but the installed meter is, and they typically want easy access to it, placing it on the house often means the service drop or lateral is their responsibility to maintain also. Putting meter at edge of property usually means the customer is responsible for maintaining whatever is between the meter and the house.

No NEC requirement. They are mounted on pedistals and posts every day. The utillity provider would be the decision maker.
