there is a spare existing meter/disconnect combo like this one:

There is no handle in the meter/disconnect combo (it was removed for whatever reason)

So what the electrician will do is connect to the meter only and then install a seperate service switch which will be fed by that meter.

This equipment is meant to be used as a meter and disconnect but it’s going to only be used as a meter only. Are you allowed to do this?
 
So, it's effectively"stuck" on, and you want to use the load terminals as feed-throughs?

I don't see a code issue, as long as its function as a switch isn't required.

wouldn't POCO have an issue with it since it's intended to be used as a meter and disconnect but we are modifying it to be used as a meter only
 
I would think the POCO and the AHJ would have a big issue with this for a number of reasons.
That's my thought as well. An electrician wants to feed a fire pump like this and I told him POCO will need to come and approve this method to meter the fire pump
 
So if the bottom were just a "bussed gutter" with a lockable (for the POCO) cover, would that fly? And then would it be feasible to easily convert the disconnect section into something like that?
