Meter disconnect

I was just informed a service meter now requires a disconnect ahead of the meter. Can someone confirm that, it does make sense, but it also makes it easy for anyone to drop power to an installation. Can this disconnect be locked in the closed position?
 
Where are you finding this information because this isn't an NEC requirement? Yes, it can be locked in the closed position.
 
Locally, POCO requires a disconnect ahead of their 480 v self-contained meters (as opposed to CT). They lock the disconnect closed and on.
There is controversy in non-fused disconnects and AIC ratings.
 
This information came to me from a co-worker. I could not confirm this in the NEC so I turned to the forum for help. I have never read this in the NEC but it does kinda make sense for safety but it also allows anyone the ability to dump power to a building. I will go back to the source. Thanks for the help.
