BTW, should the SEC section from the meter to inside be in conduit since this is a masonry stoop?

It would be a call by the AHJ/Inspector

If the AHJ/Inspector felt the SE Cable was 'subject to physical damage' they could cite this.

338.12 Uses Not Permitted.

(A) Service-Entrance Cable.
Service-entrance cable (SE)
shall not be used under the following conditions or in the
following locations:

(1) Where subject to physical damage unless protected in
accordance with 230.50(A)

The best advice I can give you is to look at other homes in the same area as you drive around and you can get a feeling for what the local inspectors expect.
 
Is it common to see a service done like this around the country, in all SEC? I've never seen this in MN and I'm pretty sure if I tried it, it would fail due to lack of physical protection. Around here, it's pipe or flex from the service drop to the SDM.
 
Nothing to do with the storm door but meter looks pretty high. Can't see the floor but around here POCO will not energize a service where center of meter is more than 6 ft above grade or floor. At least that was the case the last one I did.
