Meter main combo with disconnect

I'm helping an owner builder ..( 2 br 1020 sq ft ) I told the architect that we wanted a 200 amp nema 3 disconnect with a few breakers for future projects ... She printed the plans with the meter box and a separate 200 amp 42 space nema box .. I spoke to Ed. ( boss in charge of electric inspectors in WPB ) and said the homeowner just needs like 12 spaces ... He said ( over the phone ) go ahead and just do a 200 amp meter main combo .. The feeds are both underground and the panel feed is only about 12' away from the outside disconnect .. Can I use this and do i need a bonding bushing when both FPL and panel feeds are in 2'' pvc ...

I was unsure because it states, NEC Section 250.92(B) is applicable to bonding at services, and in part states,“Bonding jumpers meeting the other requirements of this article [Article 250] shall be used around concentric or eccentric knockouts that are punched or otherwise formed so as to impair the electrical connection to ground.” For services, this confirms that bonding jumpers are required unless all concentric are knocked out ... The FPL feed and the inside feed to the main panel are both pvc ...
 
"impair the electrical connection to ground" refers to a metallic raceway, for PVC a plastic bushing is all that you'll need.
