meter main disconnect pack

I have a meter main disconnect on the front of my house,outdoor panel 25 feet down side of house from meter/disconnect, do i need to connect the disconnect to the grounding electrode conductor, or ground the disconnect?

Ground the meter/disco to rods and waterline, you'll then have to run 4wire to existing panel and seperate grounds and neutrals.

Grounding electrode conductors need to connect to service equipment but can do so at any point beyond the service drop or lateral up to the service disconnecting means.

Your meter/main should be your service disconnecting means. The other panel you mentioned is not service equipment, but does need to have an equipment grounding conductor as part of the supply (which can be a metallic raceway).
