Meter main with main breaker load center

I installed a meter main combo with an ser cable to a load center aprox 50 feet away. The supply house sent a main breaker panel, instead of returning it we used it and didn't think anything of it. Inspector wants it changed to a lugs only, when I asked him why he said its in the mass code. I looked everywhere and couldn't find it. Any suggestions??

I know the Inspector you are talking about. He triedis to failyou a job I did becauseI I didn't k have the grounds in the upright position. I told him to go pound San :lol: he's a jerk just to be a jerk. No one ever has a good run in with him...
