Do any one know were is said that you can’t run wires besides the feeders to disconnect in a meter pan . Is this electrical company rules? Or code?

Utility company rules typically only permit service conductors and maybe a GEC in their meter enclosures.
Note the load side conductors from the meter are not feeder conductors. Feeders only exist on the load side of the service disconnect.
