Meter Pit

I have a hard wired sump pump with one light in a water meter pit in front of a commercial building. The base of the pit is about 9 feet below grade. It is served by a single 20 amp 120 volt circuit. Does it require ground fault protection?

Not that I can see, unless the manufacture installations require it(haven't seen any, yet), and as long as the receptacle isn't accessible to the public.
