Meter Seals / Pull Through Meter Box

I have two jobs that I'm bidding out right now and I need some help.

1. Relocating the meter enclosure on a 3-Phase High-Leg Delta

2. Installing a Service Entrance Rated ATS between a meter enclosure and an electrical panel.

Both questions have to do with the meter seal. I definetly need to break this seal to perform either installation. I've never dealt with the power company before and don't really know how this works. As long as I have a permit to do the installation, do they need to know? Will they charge to come out and re seal it?

Also, The ATS I'm installing would be easieset done if I mount it next to the meter enclosure and put in 2 conduit nipples, one for the post-meter conductors to enter the ATS for the line voltage input, and one for the ATS output to go out and be pulled through the meter enclosure to enter the RMC that goes to the panel.

Is it ok to pull through the meter enclosure to do this? Is there any code reference to it, or will the power company care? Also, same question about the meter seal.

Call your POCO. Here, you cannot touch meter and pull section seals. It's a no-no.

our POCO definitely wants you to coordinate with them. the location of the meter is a matter of record; if the meter is moved, it could be a case of tampering. so is breaking the meter seal. there is only one office in our POCO is authorized to remove-reinstall meter seals, no other employee will do this work

the POCO policy is whatever happens below our meter is your call. if the customer is metered at the transformer primary side (primary metered), it means that the customer owns the transformer and work being done on the transformer is the call of the customer

If we have permit we can do it. But we know most of the engineers by name. If your not familliar with thier policies
As stated above call and ask the poco. Ask them to send out thier field engineer.

As far as a pull through in the meter, that's a no no here.
 
Here in NW Indiana, Both REMCO, and NIPSCO will allow you (if job is permitted, and you are licenses contractor) to cut a seal, but you must call it in within 24 hours.

Attached is NIPSCO's Standard ER 13-250-A, The mileage you get will very state to state utility to utility.

Not knocking you, but if you only have been doing electrical work for a year.5, I would have someone experienced to help on this.

A high-leg delta has some quarks as to which conductors land on what legs in the meter and after the meter, the high leg lands on "C" in a meter, but in everything after it will land on "B", also pulling 4 conductors out of the meter then back through the meter might not be allowed by the POCO, I do it with single phase installs, but I have always moved the meter over for any 4-wire 3-phase, or re-piped to the panel.

And make sure you mark the high leg orange.
