meter socket location?? MASS

Hello All,
i know this may be kind of a curve ball but this is a meter socket that was existing and then one of those ready built sun rooms were installed on right in on it

This is in Mass,eversource is the provider. after a god amount of time on the internet trying to find it in black or white/yes or no i could not find anything. need help to pin point peace of a written document to say if this is OK or not, or at lest guide me in a way! thanks a lot.

I’d say not allowed as they want the meter outside, was it enclosed under a permit? what town?
