Meter Socket Location

I'm having an issue with the building inspector regarding the location of the meter socket. This is a river house on concrete columns and the service has to be above the 100 year flood plane-no problem with that, underground to the meter is OK and preferred. I want the 2" conduit to run up one of the columns to the side of the house and to the back of the service panel. No disconnects outside, just a meter socket. This places the socket on the wall by the stairs which is OK with the utility folks. Inspector insists that it be located on a 30"X30" (min.) platform that really messes me up. I understand that meter sockets are not considered "service equipment" and do not have to follow the same code. I have copies of the code but need to make a compelling argument to get the inspector to relax his conditions. Any help would be greatly appreciated. looks to me like meter can could go on the house from landing at about 56 inches to bottom of meter.
use LB from riser to meter can.
But as per nec i can't see anything saying the floor must be level.Ask him what code he thinks your breaking

DAVE, In my area, the utility co. governs meter locations and NEC compliance begins at service disconnect. The requirement of working space applies to "service equipment" per Art. 100. This involves a disconnecting means and such. If the serving utility wants the meter in the next county, as long as the service disconect is installed per NEC, all NEC requirements have been met. I suggest you ask your inspector to document his/her problem with your installation.

Jim just went through this 2 weeks ago.2 houses side by side but they are kinda high above street grade so the slope for drainage was steep.I had a final at this house and the AHJ called me and asked me to swing by.The meters met the max,/min height requirement as per the pocos requirements but there is a 48 in safe working area they have behind the meter.We agreed it was not an NEC issue but the builder agreed to build a level area.He finaled it and the meter was set.
