Some building codes require a minimum distance from windows, since they may be deemed to be egress points in case of a fire.

They don't want folks using the meter box as a stepping stool, with the accompanying danger of making the fire worse by knocking the meter box off the wall while still energized ...
 
A lot, if not all of POCO's have the three ft. rule, It comes from the NESC C2-2012, along with earlier versions. (rule 234-c-3-d2)
