Meter stack feeding different bldg unit panel

Attached sketch I have apartment building as shown Bldg A, B, C which are joined together from outside but not from the inside as shown.

One utility transformer outside feeds SWBD B outside which has two feeder breakers feeding building B. The feeders go underground to come up walls of Bldg B enter level 1 Bldg B and then go inside and feed two fused disconnects. The fused disconnects then feed two meter stacks inside Level 1 Bldb B.

The two meter stacks have feeder breakers which feed dwelling unit panelboards. However the meter stacks feed Bldgs A, B, C dewelling units panelboards.

It’s confusing since. Bldg B, A, C joined from outside but not inside are they consider separate buildings or not so following questions:

1. If the feeders are routed inside the Bldg B from Bld B meter stacks to Bldg A, C dewelling units panelboards then would they need to comply with NEC 2014 section 250.32(A)?

2. If the feeders are routed outside the bldg B from Bldg B meter stacks to Bldg A,C dowelling units panelboards then would they need to comply per NEC 2014 Section 250.32(A) and 225.30, 225.32?

"cluster" was the word that came to mind when I saw the sketch :)

Right so what you think about post #1 and it’s two questions? It’s confusing how to treat clusters.
Explain how buildings can be connected outside but not inside. Is there some dimensional warp when you enter the inside?

Oh no let’s say you enter Bldg B and you now want to go to Bldg A. One would have to get out of Bldg B and then enter Bldg A thru front door. Their is no bridge, hallway inside connecting them

They are connected outside means the outside walls themself are connected together but does not allow one to go between buildings.

The meter stacks feeders from Bldg B would go all the way up to attic space Bldg B and then they go to thru attic walls between Bldg A and Bldg B into Bldg A attic space then to Bldg A dwelling units panelboards. Same thing for Bldg C side.

It would be the same in a strip mall, apartment building, office complex, etc... It is still one structure.
