Is there a height requirement for a meter bank installation.I have a 800 amp t-box with a 3-meter main breaker combo.The AHJ is telling me that i need to keep it three feet from grade to the lowest breaker on the stack.It is a nema 3r enclosure.Help??

The AHJ is most likely citing a local code requirement. There is no specifiaction in the NEC for minimum height. In most cases, the POCO will specify mounting height of the meter enclosure.

In any case, locating the service equipment at or below flood grade or in locations subject to water infiltration is not desired, regardless of enclosure type.

Also ensure the required working clearances.

There are no minimum height requirements except for the service equipment in 550.32(F) which requires the service equipment to "be installed so the bottom of the enclosure containing the disconnecting means is not less than 600 mm (2 ft) above finished grade or working platform." Unless this is for mobile homes, manufactured homes, or mobile home parks, the only height requirements would be from the serving electric utility. I will leave the discussion to the others for advice when dealing with the AHJ. ;)
