Does the Code require unit metering of a 97 unit independent living facility (apartment house) or does the code allow one meter to the entire building?

The NEC does not care who makes money from whom or how. As long as the service is connected properly, the number of meters you use is not constrained by the NEC.

Meters are not required by the NEC.
However if you do "sub-metering" be aware that the commom meter base uses the neutral to bond the meter can, this is only allowed in Article 250 when the meter is "close" to the service, for meters on the line side of the service disconnect.
If the meter was to be located by the tennent panels, seciton 250.142 would not allow it.

Check with your AHJ. Your state may require 97 + house meters or they may allow 1 meter for entire project.

I would also check with the owner and the local utility.

Also, I think the resale of electricity is prohibited by law in some areas. That is, if the owner pays the utility bill for the entire building, he cannot submeter each tenant in order to charge them for their use.

It is not unusual for building codes to require individual metering for each apartment. The International series requires it, and may state codes requrie that each tenant be able to monitor his/her energy consumption.

This doesn't rule out a master meter, but still requires individual meters in many cases.
