I have 1000A meter stacks attached with light blue arrows pointing is where the breakers and meters are. The blue circle is 16 inches of gap between end of meter stack and electrical room.

Their is no breakers meters and their no maintenance require to go thru the gap and to the back part of the meter stack V shape in attach below.

Two questions:

1. Is there anything in NEC 2017 that requires distance blue line within blue circle to be greater than 16 inches?

2. Also in future someone can out panelboard in shale then it would be problem is their anything prohibiting that in NEC 2017?

#2. If in future someone places panelboard in light blue circle area V shape then it would be problem. Is there anything in NEC 2017 that can prevent this from happening now while its new being built?

If in the future someone puts a shower in the blue circle area then it would be a problem. What does that have to do with the plans as drawn?
 
The code does not address future "what ifs". The inspection is only to the conditions at the time of inspection.

When that future someone wants to put a panel there, the rules in force at that time will prevail.
