Methods of bonding to enclosure

Attached power riser shows incoming 480/277V incoming electric utility service into trough which feed two service disco. One of the two service discos feed 8x8 trough which then feed electric utility meter after service disco.

NEC 2014 250.86 requires all metallics enclosure to be connected to equipment grounding conductor.

The 8x8 shown middle detail has EGC incoming inside has equipment grounding bar bonded to the enclosure. The incoming EGC is bonded to the equipment bar by Listed Grounding lug or Split Bolt.

The utility meter shown left side has incoming EGC and has meter base grounding stud. The EGC is bonded to the grounding stud by Listed through body lug or split bolt.

questions:

1. Can the trough EGC inside be connected to equipment bar using listed grounding lugs or split bolts? Is that code compliant method for grounding and bonding or not?

2. Can the utility meterEGC be connected to meter base grounding stud using Listed through body lug or split bolt? Is that code complaint grounding and bonding method or not?
