MH lamps

I was relamping 70W MH med base lamps in wallpacks, ANSI code M98 ballast, was replacing them with M98(e) lamps, rated for an enclosed fixture. replaced the lamps and could get any to turn on. The old lamp worked every time. I changed the ballast, igniter and capacitor, no luck, voltage was 277V, checked the tab at the back of the socket, still nothing. Stumped why the old lamps work, and new lamps with comparable ANSI codes don't.
advice or suggestions?
