Miami Beach Nema4x Requirement for service equipment

Hello,
I am looking for clarification on the Miami Beach Nema4x requirement for outdoor service equipment.
application is a 1200amp Service rated ATS that only comes in a Nema3x option due to over heating concerns.
Can you point me to an NEC code that could clarify to the city that a 3x enclosure is acceptable?

I am always surprised by the lack of stainless or fiberglass service equipment offerings for coastal areas and the lack of AHJ's enforcing this.
If your within 1/4 mile of the ocean shoreline (1320ft) NEMA 3 no longer applies. Studies show within 1/4 mile of the ocean the air is consistently more corrosive and corrosive salt travel inland is assured above the NEMA 3 levels. Throw in the potential exposure to high tide spray or splashing in storms.
If your distance is greater than 1/4 mile and the location is protected I'd think NEMA 3 might be ok. There are numerous studies and articles on the topic.
The whole NEMA system is not really suited for coastal areas.
