I’ve noticed a lot recently on new residential kitchens that companies are now manufacturing a microwave oven with an additional oven combination that share a double pull 30 circuit, my curiosity is would this fall under needing GFCI protection under 2017 code being that it is not plugged in but hardwired?

NEC 2017 Art 210.8(A) specifies "...125-volt, single-phase, 15- and 20-ampere receptacles..." as requiring GFCI protection in dwelling unit kitchens. The only 2017 reference that I remember otherwise is 210.8(D) for dishwasher "outlets".

Under the 2017 and 2020, the GFCI protection is only needed if they are cord and plug connected.

It will require GFCI protection even where hardwired in the 2023 code based on the language of 210.8(D) that appears in the second revision report, unless the OCPD is larger than 60 amps.
