Unfortunately, Pakistan is one of the places where few will ship due to the losses shippers have incurred due to theft. There are about 30 countries that are on a blacklist of sorts where no one wants to ship because of the high potential for theft. It is not just Amazon. I recently saw a list of the countries that are commonly excluded and a fair number of the "stan" countries were on the list.

However, there are ways to get around some of these restrictions if the seller is willing to jump through some hoops. I think there are only five countries Amazon flat out just will not ship to at all.
