Have seen this often.At a gas bottleing plant i found the panels blocked by pallets of tanks.What a great place should there be a fire or if a panel blows up.

In the home my wife and I just bought, the previous owners installed some built in shelving in the garage which is now built over the panelboard. I guess it is still accessible to a degree, but no working clearances And to make matters worse, when I was going through the place with the inspector, we found cans of paint, finish, and laquer stored right next to the panel.
