welder is 230 volt,single phase, 54 amp at rated
output,duty cycle is 40%.they recommend #8 conductor,w/ #8ground. protection at 60 amps time delay.would this be correct per code article 310.16?

This is infact a "Arc Welder", but you didn't say..#'ber seem to match,from what I see..

See Article 640 (99NEC). Conductors for ARC Welders. Individual Welder: Conductor Ampacity shall not be less than the current value determined by multiplying the primary current on the nameplate by the factor based on the duty cycle. 40% duty cycle= 0.63 multi. 54amps x .63=34 amps. 310-16 = #8. 630-12 Overcurrent protection shall rated or set at not more than 200% of rated primary current. Check the nameplate to see if the Ieff and I1max values are listed for the determination of conductor and overcurrent protection.
