What is the minumum height that a 100a/120/240 panelboard can be mounted in a residential home? I have a customer that wants the top mounted at four feet AFF in a standard basement.

you can have the bottom of the panel right at floor level if you want, most of us would not prefer to work in that though.
there is no rule different for residential than there is for other types of occupancy, same rules for all installations.
that said when you are talking about larger commercial/industrial equipment you may very well need to place it on the floor so that you do not exceed the maximum height allowed for switches or breakers.
