min. distance between outside outlet and dryer vent ?

Is there a min distance between an outside receptacle and a dryer vent ? The builder wants to run a new dryer vent 12 inches below my outlet. Thank you (i'm thinking a cord plugged in could get hot if it hangs down close to the vent)

The vent hose should never get hot enough to affect the cord.

my concern is if the owner plugs in an extension cord or appliance cord outside and it hangs down directly in front of or even is against the vent louvers when dryer is in use, could this heat the extension cord up enough to be a concern ? Thank you.
 
No concern even if the cord were hanging directly in front of the vent with the dryer running.
