Min receptacle height

I have a situation in NY where we are renovating an existing 3rd floor R1 (transient) occupancy into class B (business).

The existing receptacles are mtd. in the baseboard. Do they have to be relocated to meet the min. 18" aff to meet code?

please advise.
 
What code is it that you believe requires receptacles to be 18 inches off the floor? It's not in the NEC.

Note that this is a Federal agency to over look their own buildings.

You can look up just the ADA and they have public guidelines as well.

That's why I ask, an architect would cure and design these things for you.
There's all kinds of things that might be needed that aren't addressed by your OP.

Since your going to change your Class of Struture, this alone can cause minor and suttle difference to what needs to be done to make it a "Class" space! And there's all kinds of ins and outs that the professional dance with.

I don't think that the baseboard will fly,but if you had an architect or an engineer they surely could and should have qualified that for you, drop it back in their lap!

I've run across 18 in. aff minimums in garages (and in one residential basement where the owner wanted to display his antique cars), but I don't know what code required it to be this height. Of course, this dosn't apply in your case - I mention it because that's possibly where you heard about 18 in. requirement.
